WineBanq does have a backup/restore facility. This is not a true backup, but rather, it takes a snapshot of your cellar and other data. A snapshot can then be restored from a given point in time.

There is no substitute for proper off-site backups. You can use purpose built backup software or it can be as simple as taking a copy of your data directoy and burning it to a DVD.
